About CRAS
CRAS is Arizona's first hybrid oversight and workforce organization dedicated to transforming the recovery-housing system. Built by lived experience and professional expertise, we deliver a full suite of services designed to protect residents, support house managers, strengthen operators, and eliminate bad actors from the recovery-housing ecosystem. Operating as both an LLC and 501(c)(3) foundation, CRAS provides regulatory-grade oversight combined with community-driven support.
We exist to ensure that recovery housing is a place of healing—not exploitation. Our tribal affiliations and commitment to cultural competency ensure that Native communities disproportionately impacted by unethical operators receive sovereign-aligned, respectful services. Through compliance audits, resident advocacy, workforce certification, and rapid-response investigations, CRAS is the statewide coalition committed to holding the recovery-housing industry accountable and protecting vulnerable residents.

Regulatory-grade compliance audits and operational oversight to ensure recovery housing facilities meet safety and quality standards. Our comprehensive audits identify gaps and strengthen operational practices across the recovery-housing ecosystem.
Resident Safety Advocacy & Investigations
Resident-safety monitoring, advocacy, and fraud/waste/abuse investigations through our anonymous reporting hotline and rapid response team. We protect vulnerable residents and investigate misconduct to eliminate bad actors from the system.
Workforce Certification & Community Support Programs
House manager certification, workforce training, staffing credentialing, background verification, and community health worker/peer support programs. We build a skilled, accountable workforce while providing culturally competent services and tribal partnership engagement.
